Is voltaren safe for diabetics

Two quick questions for other Voltaren gel users:- the documentation says not to use a heating pad after applying, I believe because it changes how it enters the bloodstream, but I haven't been able to find any information on how long this ban lasts. 30 minutes? 4 hours? I've had some pain/stiffness relief with voltaren gel for other things like my hands, but I doubt it works very well for post surgical pain.
